Correct: B。正确答案我可以理解。

我选的D，答案认为Dependent on的主语应为Government 而不是 main source, 那么问题来了，为何不能以main source为主语呢。。。？

Just for information

首先我能确定是的因为分号后面有一个before that time---> 由前面的did可知, 这里过去完成时肯定是最好的时态选择, 所以D 要排除

其次我也觉得你不能说 main source depend on tariff 非常非常awkward 这里main source 本身就是 tariff 而不是 depends on tariff
这里depend on tariff 的是government

我暂时想不到合适的例子，但是还是建议不要把翻译中文再理解做题 - - 我之前也经常这么干。。。

d如果改成：
the main source of revenue for the federal government was tariffs

没有depend on 应该就好了

我觉得是这样

所以答案才会说如果有了depend 那主语就是gov了，但是主语是他和main resource 。正因为是mainresource，所以就main resource 是traffic就是完了。

唔。。。明白了，main source已经是tariffs，再用depend on就不合适了

B和D根本就是两个完全不同的逻辑意思：
the federal government had depended on tariffs as its main source of revenue
政府依赖关税作为主要收入来源（此时tariffs等于main source of revenue）
即使改写成被动，也是
The tariifs were denpended as main source of revenue by the federal government.
跟D选项根本就不是同一个意思：
the main source of revenue for the federal government was dependent on tariffs
政府的主要收入来源依赖关税（此时main source of revenue依赖于tariffs）
