这道题的官方解释：

（1）Under provisions of the new maritime code is a misplaced modifier, seeming to describe sea areas;

（2）the sentence does not make clear what is stimulating … disputes.

看第二条解释，是不是意味着逗号后面的ing（伴随状语），无法用来修饰逗号前面“Even tiny islets can be the basis for claims to the fisheries and oil fields of large sea areas under provisions of the new maritime code”这一整个句子？只能形容其中的一个名词，譬如tiny islets？

我错选了这个选项，因为原先理解的相当于：The fact that "even tiny islets can be the basis for…" already stimulates…
