"This city should be able to improve existing services and provide new ones without periodically raising the taxes of the residents. After all, these projects can be highly profitable to the developers, but they can also raise a city's expenses and increase the demand for its services."

"the costs of services be paid for by developers" does not mean that the service will be improved;
no evidence to prove that “these projects can be highly profitable to the developers”;
there are many other ways of "improving existing services and provide new ones" by recycling resources or increasing service efficiency;
"the costs of services be paid for by developers" may drive away developers and further jeopardize the development of the city
