这道题给的答案是C，但是过去大家讨论的答案是D,我也觉得D较C更好一些，但是A怎么样呢？A说过去三年的平均工资比Delmont市长任职初期高，我
想这样不是去除了这样一个可能就是：原来这个市的工资就高，Delmont当了市长后，慢慢降低工资，最后虽然平均工资还是比cityside
average高，但是整体趋势下降了呢？？

a根本不能解决问题。题目给出的是strengthens the arguement-So there can be no question
that throughout Delmont’s tenure the average paycheck in this city has
been getting steadily bigger.但是a说的是过去3年average pay 大于在M早期任期内的pay.有2个问题 1 我们不知道M的任期是几年，如果M才上任2年，那么3年前的PAY就不是在他的任期内，就是说工资反而降低了。 2 就算3年内都是M的任期，但是这只是在他任期内的比较，不涉及他的任期与非他任期内工资的比较，能说明什么呢？只能说明在他任期内，PAY涨了，可是说不定没有前一个某人的任期内工资高。

我不是NN，只是个人推断，请指教！
