an assumption should be a required condtion to make the conclusion valid..in other words, making the meaning of the choice you choose as assumption negative, you should find that the conclusion won't hold...otherwise, the choice is incorrect...
C is assumption because if ....is not more important than...., the conclusion won't hold..

B的意思应该是在大多数情况下,报警是错误的。我认为这个也是个假设啊?
