However much means no matter how much.

Just want to share something about "however much" that I got from my teacher (a native English speaker).

The expression "however much" means the same thing as "no matter how much."

Example: No matter how much they tried, the children still could not open the door.

However much they tried to open the door, the children still were unsuccessful.

In your example, the writer is saying that the U.S. voters "agree that there is waste in government and that the government as a whole spends beyond its means," but no matter how much they agree with this, there is still not broad support for making government smaller (moving "toward a minimal state").

Another example:

However much we try to overcome our faults, we always tend to repeat our mistakes.

No matter how much we try to improve, we cannot ever be perfect.
