In order to raise revenue, the federal government planned a tax amnesty program that allows tax delinquents to pay all owned tax without added financial penalty. However, economists projected that the federal government would collect a far lower percentage of total tax owned by delinquents than did state governments implementing similar programs.

    首先，如果有UNLIKE之类的词，对于此类题，正确的可能性应该就比较大了。因为结论是两者比较。


    其次，E的意思是most state tax delinquents fail to pay state tax是因为疏忽，而不是故意不缴税。所以，针对故意不缴税的措施对州政府影响小，其collect percentage of total tax 可能更高。

    是不是说不想交的人，即便采取特赦，也不会交？

    而只是疏忽忘交的会去交纳，得知有特赦，就会去交；

    因为

    [州]疏忽忘交的人/[州]不想交的人〉[联邦]中疏忽忘交的人/[联邦]不想交的人；

    所以[联邦]有a lower percentage than [州]

    所以吻合了经济学家的观点？

    我想也没有这么复杂，只是州不交税的人与联邦不交税的人是两种类型，联邦采用的政策不适用于州。

    你可以这样推理，但是觉得没有必要。其实，本题要做的事情是：contribute to an explanation of the economists’ projections。


    因为economists’ projections是个比较，所以，一般指出比较对象的差别且与结论相关就可以了，至于其后的推理，有没有都可以。



    因为比较的对象两者有不同，且其特点与结论相关，一般总能推出一个比另一个怎么怎么样。


    所以，觉得此类题找到比较对象的不同之处至关重要，然后，才是相关。
