关于“would have do/ to do/done”

这个句型，我每次遇到都措手不及，请各位NN帮忙解答。下有几个摘取的例句

Although most experts agree that such a tax would result in fewer Birangians buying new vehicles and gradually reduce the number of automobiles on Birangi’s roads, they contend that it would have little impact on Birangi’s air-quality problem.

另外，语法大全中有解释说：

would have to be done一般表客观，如：

If funding for the new police officers’ salaries is approved, support for other city services will have to be reduced during the next fiscal year.不甚理解。

"would have done "不是常用作虚拟语气的吗，到底表示的是与句子字面意思相反还是相同？

没人解答，那我换一种问法，would have do/done表示虚拟，是说，将来可能有或过去应该有，但是都没发生，这样理解对不对？

然后would have to do是will have to do 的过去式，但为何说是客观事实，我就不理解了，该怎么用呢？

请各位NN帮忙解答，偶是真的不会拉

【不懂就问】都9102年了，借楼提问：To develop more accurate population forecasts, demographers would have to know a great deal more than they do now about the social and economic determinants of fertility.在这句话里，无明显时间节点，为什么用would呢，因为虚拟语气吗？或者是因为用过去式不一定需要有时间节点？求大神解惑。
