    I prefer A to D as well since the correct parallel should be overlaid with ... and banked with ...

    'A' correctly expresses the idea that 'layer of dirt covered the first 3-4 feet'

    'its framework overlaid and banked' is a clause, because there is no predicate--just two Past Participle. No 'was' should be inserted before 'banked'.
