请问一下 B 哪里错了，有资料解释说，at a cost 是在修饰前面整句话，即propose这个动作而不是project。我觉得有道理，但是不知道为什么它是修饰propose而不是project。
另外还有解释说raising错误的修饰了cost。
求大神解答。

歧义就是at a cost 修饰了proposed,翻译过来就是这个城市以一个***成本提出一个什么什么project。是有歧义的。而正确选项用whose，则cost很明确的修饰了projects。

啊？我想问一下正确选项里面的 will怎么解释呢？
是将来时还是一种结构呢？
我以为是将来时，然后排除了正确选项

这种是预测啊
Fish will die if they leave water
The balloon will break if you blow too much air into it

而且这是proposed ，。。还没运行呢所以B里的raising错误
