(B) lower than that of

(D) which is lower than in（B）

(E) which is lower than it is in

能不能讲解一下D、E用which这个句型哪里有错误？which不使该就近指代吗？这里不能指代an annual per capitar 吗？

Only similar things can be compared. In D, the income is compared with in the countries. In E, it should not be used. You can not say The income in Bihar is lower than it is in the UK, which looks to me like comparing one thing with itself.
