答案是c,但是为什么用raising呢?while的用法又是什么?

sickness, sleeping on the job and fatigue among shift workers are the three things that have been reduced while production efficiency is the only thing that has been raised. while should be used to better convey this idea. The reason for using raising is that the whole thing after while is a participal phrase, which acts as an adjective here.
