结构我是可以看懂的， 但是看不明白里面的逻辑关系，不明白为什么一个国家为了迫使别的国家打开市场，应该closed out of any of another country's markets，而做到这一点就需要close some of their own markets to the other country。

countries closed out of any of another country's markets这是一个countries＋后置定语啊！
你如果理解成“一个国家为了迫使别的国家打开市场，应该closed out of any of another country's markets”必然是句子没看懂。
should close才是countries的谓语动词
