答案E 疑问在于prep07语法笔记中说B选项Making的逻辑主语不能为该句主语：interest rates，句子逻辑含义不合理。这一点不太明白。难道不是interest rates make it more expensive么？

一定是“人”才能Making it more expensive for businesses and consumers to borrow，interest rates自己不节能主动发出make这个动作。
你举的例子interest rates make it more expensive中make已经是“中动词”的用法了，此处make等同于一个系动词，失去其本来表达的动作含义。跟appear, seem,一样
