应该是 Complex societies arose simultaneously with the more celebrated city-states of southern Mesopotamia.

with是和后面的词有关系的，如果只看前面们当然会觉得with是多余的。

关于cut， that were cut是对的，但是没有cut简单。
sloth那个题：the fossils of an arm of a sloth, found in...这个found就是that was found的简化。
再举个栗子，金矿那个题：gold-bearing river bed thrust by volcanical activities. thrust 也可以说成that was thrust
再举个简单的例子： the book found in his bag is mine.这里found也可以说成that was found.
定语从句that 有时候可以省去，
