B）...that it was safe for them to handle new debt.可改寫成to handle new debt was safe for them. 這裡的for them（households）是modifier，所以OG說handle動作發出者不明確
正確選項D）...they（households）could safely handle new debt.主語是they直接發出動作handle，主謂之間明確。
