I found that in B, it does not have a clear referent, so i think C is better than B.
Right?

首先，划线部分应该和后面的to go to state or federal agencies平行，只有B选项的to solicit private funds符合这个要求 其次，B选项里的it很明确的指代to solicit private funds，即to solicit private funds was more efficient；C是说private organizations were more efficient，很显然是错误的
