这个动词不定式的发出者是权利，意思是『有权利做某某事』
The council granted the right to make legal petitions TO CITY OFFICIALS
第二个动词不定式歧义很大，是把make legal petitions的权利给了city officials呢？还是允许其他人对city officials做出legal petitions呢？
第二个句子表述不清楚，有歧义，是被GMAT嫌弃的><

第二句在语法上是没有错的，错的是语意的ambiguity。 GMAT对句子的要求除了语法的正确，还有语意的清晰(this answer should be clear and exact, without awkwardness, ambiguity, redundancy, or grammatical error)
correct：The right to make legal petitions TO CITY OFFICIALS was granted by the council.
incorrect:The council granted the right to make legal petitions TO CITY OFFICIALS.
正确语意是：The right to（make legal petitions TO CITY OFFICIALS）was granted by the council.
而第二句撕裂了the right to make legal petitions 与 TO CITY OFFICIALS 的关系。 句子可以 The council granted the right （to make legal petitions） TO CITY OFFICIALS这样理解，也可以The council granted the right （to make legal petitions TO CITY OFFICIALS）这样理解
