C.what would be necessary militarily for dealing with such an event
D.what military action would be necessary in order to deal with such an event
E.the necessity of what kind of military action in order to take for dealing with it.
答案是D，我没什么意见，但是OG竟然用平行结构来解释这个选项，晕ing。
the sentence stats that the Admiralty and the War Office met to consider x and y, where x is the noun phrase a possible Russian attempt. D provides a noun phrase, militaru action, that matches the structure of x more closely that do the corresponding noun elements in the other choices.
这明明是n and 句子吗？？怎么能光看句子的主语呢？？

我觉得这题是想表达名词词组和名词性（词组和句子）并列。

是不是可以理解为military action that would be necessary in order to deal with such an event. 但因为military action 是开会考虑的内容，不是确定的，因此改为what military action 和 an attempt平行，表示不确定性。表面上看是n and 句子，实际上还是名词词组和名词性（词组和句子）并列。开来不能太教条了，得仔细啊。

同意song兄的意见，what 引导的名词性从句与an attemp 平行。整个what 部分语法上相当与一个名词。
