第二个问题：propose后面如果接doing 的话，都是propose doing sth. 。没有propose sth. doing的用法啊？题目中的用法该如何理解呢？

这里面requiring是修饰legislation的，而不是和propose构成什么结构；是典型的现在分词的用法，见刘振民《GMAT语法改错精解》P107“若是法令或权力的内容，可用现在分词短语来对该法令或权力进行限定，如the regulation banning smoking”
