101. Even though the direct costs of malpractice disputes amounts to a sum lower than one percent of the $541 billion the nation spent on health care last year, doctors say fear of lawsuits plays a major role in health-care inflation.

(A) amounts to a sum lower

(B) amounts to less

(D) amounted to lower

(E) amounted to a lower sum

这里say是什么成分呢？是doctors的谓语吗？如果是，为什么后面的宾语从句不用that；如果不是，它又是什么成分呢？doctors say fear of lawsuits plays a major role in health-care inflation.这句话如何翻译？

我自己认为say是doctors宾语的可能性比较大，可是为什么省that呢？是不是这个问题太弱了，不值得一看？可是我没绕过来呢！！！

有人可以帮我解决这个疑惑吗？

好像看过一个解释说只有say是可以去掉that加从句的。比如it is said+(that)+句子。。。。不确定，等牛人出现。

The main exception to this pattern( A reporting verb, such as indicate, claim, contend, or report, take THAT whenever you follow it with a clause) seems to be the verb SAY.
