答案是B，但是C错在哪里呢？在这里不该补出was么？

但我觉得原句的意思是the civilization is 1000 years older than was the city阿

试着探讨一下，是不是civilization与civilization比，不需要出现was,那样就应该是句子与句子的比较了。
