但是不对，在这个Ｄ中，the rate of fatty foods consumed，ＣＯＮＳＵＭＥＤ是修饰foods，还是rate啊？

ＣＯＮＳＵＭＥＤ修饰foods.

remember modifiers follow nouns that are modified.
