请问各位大神答案为什么是B而不是E? 我觉得E completely makes sense啊！！

E选项是during which the city was transformed

请问这里的which到底指代的是谁？是Los Angeles 还是 1973-1993？要加上an era during which才能这人明白这句话的意思，而不用猜

可是GMAT不是有一条规则，which跟着哪个名词就修饰哪个名词吗？再加上during表示的是一段时间，应该就会1973到1993啊？
