A为的意思是compromises不是proper functioning of a government的唯一必要条件,也就是说compromises是proper functioning of a government的必要条件之一。则有proper functioning of a government--->compromises
A--->B的有效否定有两种:
B--->A或者A交非B
题干说compromises是proper functioning of a government的充分条件,A说compromises是proper functioning of a government的必要条件就是对题干结论的有效削弱。

Assumption: the achievement of politically necessary compromises is sufficient to conclude that our gov. is functioning well.
The correct answer choice will attack this assumption.
A. "politically necessary compromises are not necessary for functioning of Govt" delinking politically necessary compromises from functioning of govt, hence weakens the argument.
B

B can be rephrased as follows:
At least one political compromise is not in the best long-term interest of the government.
Possible implication:
The vast majority of political compromises ARE in the best long-term interest of the government, STRENGTHENING the link between political compromise and a well-functioning government.
