A17. The following appeared in a memo from the budget planner of the city of Clearview.
“After a campaign to promote recycling of metal, paper, plastics, and glass, the city collected twice as much of these recyclable materials from local homes last year as during the previous year. When the city sold these materials, the major buyer paid 30 percent more per pound for recycled aluminum and certain grades of paper. Within a few months the city also plans to annex and collect recyclable materials from a new housing area containing over 4,000 households. Thus, by collecting larger amounts of recyclable materials and selling them at higher prices, the city’s recycling program should soon become profitable.”
1Whether the campaign will keep on working is still open to doubt.
2What about the price of the recyclable materials other than aluminum and certian grades of paper?
3What about the attitude of the other 4000 households?

"the city’s recycling program should soon become profitable". Is it really true?

Even though the amount of collecting and the obtaining from selling materials all increase, it is unfairly to say that the city's recycling program will soon become profitable. The expense of promoting and implementing of program must be considered.

不一定能保证有更多的可回收materials，而且campaign有可能造成不必要的浪费。

不需recycle的材料也拿来比赛似的recycle...

campaign的效果也不一定可以持续到下一年。

price也是不确定的。。。

1 回收品不一定会卖高价了，因为供给加大了。

2 若这4000户本身就很有环保意识，多做宣传仅增大了成本，而没有更多的收益。

2)the major buyer paid 30 percent more per pound for recycled aluminum and certain grades of paper-the high price due to the lack of supply and high demand at that time,but the market is in the equilibrium after that period.

3)annex and collect recyclable materials from a new housing area containing over 4,000 households-a new housing area normally normally contain little recycling materials,most products that the recycling materials come from are new.
