Means: one person holding both the positions. Thus, this sentence warrents singular verb.
On the other hand,
The CEO and the chairman are in the office today.
Means: there are two people in the office. Therefore, this sentence
warrents plural verb.

我觉得是的，因为the CEO and chairman指代的是同个人，这个人是ceo兼chairman的意思；
the CEO and the chairman 是两个人
