Why not A? "Children spent N hours a week” in the first half of the sentence is parallel with “they had spent six hours a week” in answer A, thus, “they” can easily refer to children. In addition, “hours” or “chores” cannot possibly spend hours, therefore, children is the only logical choice. Although the past perfect tense in A is controversial, the next best choice, B, also uses past perfect.

The more I looked at it, the more compelling answer C is. It uses simple past for verb tense and “whereas” for conjunction word. The only flaw is the passive mode. However, it alone cannot constitute an incorrect answer.

In B, that figure is strange. I see "the figure", seldom see"that figure" 应该有区别的。只是我也说不清楚。
