If the proposed expenditures for gathering information abroad are reduced even further, international news reports have been and will continue to diminish in number and quality

答案是E will continue to diminish
我选的是C will contunue to diminish, as they already did,

我知道E对，但是C 人家加了一句正如已经如此怎么叫多余了啊。。。。。难道去掉了不是内容不全面了么。。（介绍了一下为了还介绍了一下过去的情况）

好多这样的题我都好晕啊。。

有continue了就不需要后面这句了
'continue to diminish' already means they are/have been diminishing
