标题: 求问OG一道关于过去完成时的题

　　economy will avoid the recession that many had feared earlier in the year and instead come in for

　　a "soft landing" followed by gradual increase in the business activity.

这句就是正确句，但是我想了很久一直没有懂为什么这里had feared要用过去完成时呢？
过完一般用在
１.过去的过去
２.两件事中先发生的一件

这里的主句是一般现在时，预测未来，感觉表示过去用过去式就好了呀？还是我完全搞错了orz....

求问CD各位大神们QAQ。。。

同问！不过我觉得这里过去时和过去完成时都可以。
