个人观点

A中 the act of Congress that made provision for the removal of the government of the United States to the new federal city作主语，谓语established 。

B.which was 不简洁

C.没谓语

D,Approved April 24, 1800离the act of Congress 太远。

E有主次颠倒，中心改变的嫌疑，谓语变成了made; A表达没错，意思合理，应该保留，任何改变都显得多余，或是错误。

还有就是also跟并列从句，B不符合
