Furthermore, B illogically states that the Act itself was many changes, when the point is rather that it presented many changes,

這句話是什麼意思阿??

可以幫我解釋一下嗎

就是说，因为B的形式是把many changes与后面那个act做对比，所以造成了act本身就相当于many changes。这么说OK不？

Never before had taxpayers confronted at once as many changes as the Tax Reform Act of 1986.我把B选项跟句子连在一起，看的就清楚了。

这样的话这个句子是说，taxpayers从来没有一次性遇到过象the Tax Reform Act of 1986那么多的changes。这样实际上不就是把the Tax Reform Act of 1986等同于many changes了吗？这回清楚不？
