I think the answer is A, rite?
There is a paradox in this problem, the higher admission rate, the lower occupancy, while the lower adimssion rate, the higher occupancy.Only A can explain why this could happen. Because people stay in nursing house for a longer time than ever, that's why lower admission rate can still cause the increasing number of people in the nursing house gradually.
C在说occupancy与admission之间的因果关系,但原文只是两种现象的同时发生,没有因果关系。

选项A表明和time有关,难道这能说明是唯一原因么?
