突然觉得：manage 是不是应该用过去时态修饰funds?这个问题在讨论帖中没有发现，可能是太傻了，但仍渴望诸位的帮助

句子的主句是现在完成时, 过去时怎么能与现在时并列, 除非有特别的时间提示. 而这句句子里陈述的是一直延续到现在的情况, 所以用过去时不对.

谢谢，但是 they manage 和 have begun 不是并列结构，they manage 是在时间状语从句中的定语从句，修饰 funds，是不是应该和 when began to allow, 时态保持一致呢？请指教，再次感谢

我所说的并列是指并列出现的意思.

when began to allow用过去时是因为when begin与前面的1986决定了一定要用过去时began. 而整个句子的基调是强调一个过去延续到现在的情况, 所以manage要用现在时, 与主句的现在时对应.
