英语中没有call for to do 的用法，但有call for sb to do的用法，文中的to include 都是后者，所以应该没问题，为什么把它们排除？大全的解释说A中including有歧义，我实在是看不出来，请大家指点啊！

原句意是 urban apartment houses 和clustered suburban houses 的并列，而Ａ会造成 child-care facilities 和clustered suburban houses 并列的岐义

这里前后两部分明显需要平行。 call for A, and for B to do 是不平行的(A 是一个东西， B to do 强调一个动作）

B, C ,E, 都只有一个 to do.

我觉得including和that include是有一定区别的，inclding后面跟的名词表示属于前面的种类，如 animals including cats,而a that include b是指a应具有b这项特征或要求，如 animals that include hibernating habits.不知对否？

我个人认为，不定式一般不能做定语修饰名词，只有个别名词可以。
