这道题我知道它的错误就是指出的是绝对的数字而不是比率。但是这个D是什么意思，我怎么没转过弯来？烦请NN指教，不胜感激。

我的用词有点不准确，但意思应该是：

因为两者的基数不一样，所以应该比较两者每千人中的死亡率，而不是死亡的总人数。

谢谢楼上的GG，我明白一点了，但是这个B选项我怎么看了一下也觉得是说的这个意思呢？

B答案肯定不对，因为还是与同一个基数比，只不过基数变成了死亡人员的总数
