why don't you give answer C?

I think E is correct if compared with D. because E "typicaly supplement the income of elderly partents"

我的感觉是：d: The pension was increased when the number of elderly Rugians below the poverty level reached an all time high .

不能解释：Nevertheless, many of them are no better off financially than they were before the increase。注意是many of them, D答案导致all of them are no better financially

E In Rugians children typicaly supplement the income of elderly partents, but only to provide them with a comfortable living.

而E答案会因家庭情况的不同，而出现many of them are no better off financially than they were before。 no better off than 的意思是，不比以前好，也不见得比以前坏。而E答案的RUGIANS CHILDREN 干的就是这事：only to provide them with a comfortable living。

不过说句实话，考试时我一定会选D。
