正确答案是A，这个我自己分析出来了。。
只是对于OG的C选项解释不理解：‘That‘ is omitted,resulting in an awkward construction;the pronoun reference 'they' is ambiguous.
我想的就是，rule后面接的是two update new york counties为谓语，然后再接不定式，所以也就不需要that引导啦，为什么还要说that被省略到时结构awkward啊？

C选项的这个不定式的最致命的问题就是to owe restitution不清楚到底是修饰了the Supreme Court还是two upstate New York counties！进而后面的their 也就成了指代不清!

因为我是从意思上出发，第一个their指的是counties,而第二个their指的是tribes，所以认为指代不清排出的C
但是对于to owe restitution，因为可以直接从意思就知道它是说的议会ruled这两个counties欠tribes赔偿。。所以还是不太懂为啥that省略导致ambiguous。。。

一开始以为是rule没有rule sb/sth to do的用法。。但是查字典没查到
