However, this action is clearly counter to the governor’s ultimate goal, since after being released form prison, inmates who had taken such courses committed far fewer crimes overall than other inmates.

我自己又仔细看了一下，好象是C对的。

因为既然说剥夺大学权利是counter了初衷，说明该大学还是对减少犯罪有用的，因此说原来读大学地人并不是事先就少犯罪，而是经过教育才少犯罪地。

虽然没有人回答我，还是谢谢这里给我们讨论地天地。
