文中说The price the government pays for standard weapons purchased from military contractors 是根据一个叫做"历史价格"来决定的,还说"历史价格"允许合同人根据通货膨胀来保护自己的利益. 如A所说政府可能会持续以前不合理的资金利用.正好指出了如果以前某一次不合理,会导致以后价钱的不合理.以至于政府会不合理的利用资金.
