help：

1960’s when the Small Business Administration (SBA)

began making federally guaranteed loans and govern-

ment-sponsored management and technical assistance available to minority business enterprises.

and 一多我就乱，不会划分句子了。when开头的句子结构是什么，我想知道是不是第一个and后面是一个完整的句子并且available前面是不是省略了be动词。

when 是时间状语

两个黄色highlight的词组是并列的

第二个and 是management和technical并列,做assistance的定语
