请问这里的ＴＯ　ＡＬＬＯＷ～～～～～～～～～～这个不定式是修饰　Ａ　ＭＯＴＩＯＮ　的？还是ＪＵＤＧＥ　ＤＥＮＹ　ＴＨＥ　ＭＯＴＩＯＮ　的目的？既ＪＵＤＧＥ　是希望让陪审员们回家还是不希望？谢谢～！
