根据新东方原则：only修饰的位置尽量不要变（我也碰到过变了的例子），就剩ＡＣ，Ｃ有些改动了句意，因此选Ａ

One 是township的同位语?

Princeton，这题考的是时态。

just a minor question: why choice A - "one of only eight xxxx" does not have "THE" before "only eight" as choice C does,ie, "one of the only eight..." ? What is the difference between with and without THE?

我也认为加THE 似乎自然些, 但5个选项里面确实只有A最好
