首先县可以排除ABC，因为句子主语是jumbo rocket，而不是development，de中d的表达比e更明确

最后的and at a lower cost是个省略结构，OG中有类似的结构，好像说的是一个independent company提供service的，最后也是省略了前面的谓语部分。

发现 CD 的人回答帖子的热情倒是很高啊！
但是错误并不是因为省略一个can，而是要明了and at a lower cost/ and cost less 的细微差别！

二者省略的地方和省略了什么是最重要的
E：and to cost less （than the space shuttle ）
D：的表达是正确的，和火箭比能带的更多，（和火箭比[运东西]）花费更少。要不就成了制作的费用比火箭少了。

E是不对的:will be able to cost less 是不和逻辑的！D的意思就是一个省略相当于do so at a lower cost起一个补充说明的作用！
