答案是D, 我选的是C, 我考虑的是在C选项中, 前半句是充分条件, 后半句是必要条件, 和原文符合, 为什么不对呢?

If you choose C, you seem to assume that the city established the new regulations to increase the city's revenue. But this point is not mentioned by the stimulus.
