我的意见是：

A.作为定语从句，改变了句意，而且不知代替什么成分
C 时态
D 没有表示虚拟的意思，时态
E。罗索，时态，且改变句意

B D 首先时态错了。
need用法做名词。应该是in need of sth ,the need for sth。
the need that这种结构不和语法，语意解释不通。

我觉得此题应该从ETS最基本简洁原则考虑，A从语法上讲没错，但C更简洁所以选C。

定语从句中的that是必须在从句中作为成分存在，但是看看A，that指代 the need 在从句中不作任何语法成分，所以从语法上也是错误的。
