696. e中的aim to不对，应该是aim at/with the aim of
698. 第一个it指代bank,第二个they指代payments。这题要看语义，意思是银行不希望在有拖欠贷款的时候再去放贷；d和e没有说明是银行不期望放贷，改变了原句的意思。

in the past表示在过去一直是这样，所以用be而不用become
