我选的是A。一定要把had不上吗。

连词But后面的是个句子，动词一定要补出，根据时态选择使用do ,did, had来替代。

可以把but理解为副词性，表示仅仅，则b选项“only one eastern state”做同位语表示解释？？？

做同位语不太可能吧

没有和only one eastern state相同的概念
