what i wanna ask is that why the answer a is wrong?just as a has said, because many dental diseases produce symptoms that cannot be detected in a weekly self-examination, then we can think that method is not usrful.

people who don't often brush their teeth is more likely to contract mouth caner.

In order to help these people early detect mouth cancer (which is the intention of the government), the government sends pamphlets to teach them how to find lumps in mouth by self-examination (which is the action conducted by the government to achieve its intention).

The effectiveness of government's sending pamphlets presumes that the government's intention must be achieved by its action aiming at that intention.
