What'r wrong with (d)? and why in (e) there isnt any noun or pronoun in front of "are enrolled in"? thanks for helping me.

eight million people和the enrollment 不可比较

e： are enrolled 前省略与前面相同的主语 people，所以语法和逻辑上都对

还是不明白，有谁能再多解释一下吗？第一，people不是前句主语，第二这个省略是依据什么法则的呢？感觉是把the people who省掉了，省略的也太随意了吧。。期盼解答！
